“Governor Murphy looks forward to working with the Legislature to enact a law authorizing and regulating sports betting in the very near future,” Bryan added.

State Senate President Stephen Sweeney — New Jersey’s second-most powerful official after Murphy — said he’s not worried about Delaware because it’s a smaller state.

But there’s nothing in the bill preventing bets on minor league sports — a point that bothered Leiter and the leagues. They argue a player who might not make the majors has more of a financial incentive to throw a game and make a quick score now.

The legislation also excludes casinos whose owners have a stake in pro sports teams. That might affect three Atlantic City gambling halls.

Borgata’s parent company, MGM, owns the Las Vegas Aces of the WNBA. Billionaire Tilman Fertitta owns the Houston Rockets and the Golden Nugget line of casinos.

Caesars is co-owned by Apollo Global Management, and one of the founders of that company has stakes in the New Jersey Devils and Philadelphia 76ers.

But lawmakers noted this bill is a first for the state, and changes could happen down the road.

“For what? This is not negotiations for us. If he wants to hold it that way, it’s his call,” Sweeney said. “I can’t possibly imagine somebody thinking this is part of budget negotiations, but I’ve been surprised before.”

The times, they are changing. And betting at Delaware Park, Dover Downs and Harrington means no longer filling out a parlay card with three or more teams and turning your money over with about a 71 chance of actually getting anything back.

New Jersey is putting the final pieces to the puzzle together and will soon launch sports betting and become the epicenter of sports gambling on the east coast. Legislation isn’t far behind in Pennsylvania, Illinois, New York and elsewhere.

But, for now, all eyes will be on Delaware Tuesday.

Gov. John Carney planned to join other state officials Tuesday afternoon at Dover Downs for the launch of sports betting at Delaware’s three casinos, which will offer single-game and championship wagering on professional baseball, football, hockey, basketball, soccer, golf and auto racing.

Because of a failed sports lottery experiment in 1976, Delaware was partially exempted from the 1992 federal ban on sports gambling that was recently struck down by the Supreme Court.

That exemption led to broader sports betting legislation passed in 2009 and Delaware’s current NFL parlay wagering system, daftar poker which combined to give the state a head start in offering full-scale sports wagering.

Tuesday’s launch means Delawareans will be able to make legal wagers on the NBA championship series between Golden State and Cleveland and the Stanley Cup hockey finals between Washington and Las Vegas.

“Obviously the key is going to be the football season because the bulk of betting in America is on football,” Delaware Finance Secretary Rick Geisenberger said last week. “We’ll learn a little bit in June and July, but we’ll learn a lot more in September.”

“This acquisition represents an excellent opportunity to further solidify our presence on the East Coast, and in particular, expand our reach into the high-density New York City region,” said Jim Murren, Chairman and CEO of MGM Resorts.

While Empire City is far from a Las Vegas-style casino, there is the opportunity for expanding its gambling offerings in the future. According to MGM, it has agreed to pay an additional $50 million if Empire City is awarded a license for live table games on or prior to Dec. 31, 2022 and MGM Resorts accepts that license by Dec. 31, 2024.

The 19-table room at Resorts World Catskills is about 90 miles away, making it among the closest to New York City.
